The monetary policy committee’s 5-4 vote sets a uniform rate for the entire UK, but economic conditions vary substantially between regions. London and the Southeast often experience stronger growth and higher inflation than other areas, meaning the same rate might be appropriately restrictive for some regions while excessively tight for others.

This regional variation complicates policy decisions. The GDP growth forecast of 0.9% is a national average that masks divergence—some regions may face near-recession while others grow moderately. Similarly, unemployment rising to 5.3% nationally might involve severe distress in some areas and tight labor markets in others.

Housing markets exhibit particularly stark regional differences. Rate changes affect expensive London property markets very differently than affordable northern housing markets. Mortgage holders in different regions experience different degrees of payment shock from rate changes, affecting consumption patterns.

Governor Andrew Bailey must set policy for the UK as a whole, unable to calibrate rates to regional needs. His projection that inflation will fall to around 2% by spring is also a national average. Some regions might see faster inflation declines while others lag. Chancellor Rachel Reeves’s budget measures, including utility bill cuts and rail fare freezes from April, apply uniformly across regions, providing consistent anti-inflation support. The forecast of 2.1% inflation by mid-2026 averages across regional variation. This limitation of single monetary policy for diverse regions represents a persistent challenge the committee must accept.
